Not quite correct. The supply will provide any current up to what it can -- which may or may not match the advertised current. However, without PD the Pi will assume that only 3A is available, and will therefore limit the total USB output current to just 0A6. There are ways to get round that with one or both of two config commands.YesTo power the RPi5 I've been experimenting with a 7.4V RC battery connected up to a buck converter that is able to provide 5.1V and 5A.
With no PD protocol you will only get 3A on 5.1V
