Re "After upgrading the OS on my pi4" - what did you upgrade from/to?
Usually I write the OS to a spare microSD card using Raspberry Pi Imager, with its settings set to enable SSH, user, password, WiFi SSID, password etc.
No editing of any files manually. It works OK.
On Bullseye I did this in 2022

Code:
sudo raspi-config I6 Serial Port Enable/disable shell messages on the serial connection Would you like a login shell to be accessible over serial? YesThe serial login shell is enabled │The serial interface is enabled
