Connect your Raspberry Pi to the Wi-Fi network created by your Android smartphone. If you connect to the hotspot, you should be able to access it via SSH from your Android phone. With SSH access, you can then enable Wi-Fi on the Raspberry Pi using command-line tools. You can use commands like sudo raspi-config or directly edit the network configuration files to configure Wi-Fi.
