Does it boot ok if you disconnect the HDD?
yes - I don't even need to do anything else - unplugging the HDD leads to a proper boot from SSD - no reboot needed

Then the combination of the SSD and the HDD is drawing too much power/current from the Pi's USB ports, a powered hub is one solution or you could swap the HDD for a SATA SSD.

I really don't recommend live plugging or unplugging any USB device other than very low current devices such as mice or keyboards.
It wouldn't just have no display? Are you absolutely sure you can say that this is their issue? Just curious about your logic.
