What about asking the HAT manufacturer for advice?
Dealing with mains is a big risk and most people here will not give you any feedback as they don't want to be responsible for you being killed by an electric shock.
In case you want to switch mains why not simply use something like https://www.shelly.com/collections/smar ... CM_KIFjOBf ? They are easy to use and connect to the Pi via Wifi and/or BT
If you want to sample 230V inputs (or what does 'We want a Pi4 to receive multiple 230v run signals' mean) a relain HAT will be the wrong product.
