You can use libraries for OpenGLes with python as Pi supports OpenGLes 3.1 and an early version of OpenGl.
I’ve not attempted Vulkan with Python but that is supported by Pi too.
If writing shaders is not your thing then SDL2 or SFML libraries should be able to use GPU via the above.
I know that this doesn’t help with the ML libraries but it demonstrates the gpu is accessible if software supports it.
